Can a reporter use the same code on another phone?
No. The code works once. To use another phone, they install the app and sign in with the same NEMZIO account; their access belongs to their account, not to the code.
If they're in the middle of a visit, it can be continued on the new phone, and the change of phone is recorded with the visit.
