What does “Incomplete” mean?
The visit didn't cover everything it needed to, usually because views were skipped or couldn't be reached. The record shows what's missing.
An incomplete visit still counts as a record of what was captured. It just tells you there are gaps. You can ask for another visit, or ask specifically for the missing parts.
If a spot couldn't be reached safely, the record says so; that isn't treated as a failure of the person on site.
