Does NEMZIO tell me whether to pay my contractor?
No. NEMZIO doesn't make payment decisions. It gives you evidence about what was at the property, so you can decide with a record in hand.
A record can show that something was visible on a date. Whether that justifies a payment depends on your agreement with the contractor, the quality of the work and things a photo can't show. For large payments, consider an engineer or quantity surveyor on site.
