Does a late upload count against the visit?
No. The record shows when each capture was made and when it arrived, so a delay caused by signal is shown, and isn't a failure on its own.
A visit captured in the morning and sent in the evening, after the person found signal, is still a visit captured in the morning. You can see both times in the record.
